There is absolutely no reason why you should not be able to enjoy a meal out in a restaurant. If you don't want to wait around to be served go early when it’s likely to be less busy. On the other hand, if you would rather blend in with the crowd, family times are usually busier.
If you normally have a drink at home, it’s best to start with a smaller version of your usual. For example, drink a small beer rather than a large one. This will help your body build up your tolerance to alcohol again.
